Central station and its surroundings as a development area

The main railway station and its surroundings are a key area for the future development of the city of Hof. This is not just about the building itself, which is owned by Deutsche Bahn. The entire area surrounding the station is also of interest. The city of Hof wants to establish a modern mobility station there as the 'hub of the region' through a variety of efforts.

Feasibility study for the station building

The main station building is owned by a subsidiary of Deutsche Bahn. It has been in need of renovation for years and contains numerous areas that could be put to new use. The Free State of Bavaria has promised the city of Hof funding for a so-called feasibility study for the building. This will analyze the current building stock and develop possible future scenarios for the building. For example, it also looks at what uses could be appropriate there and what measures would be necessary. The city is in close contact with representatives of Deutsche Bahn to prepare and implement the feasibility study.

 

Current status

The final coordination regarding the specifications and the tender for the feasibility study is currently underway. This is expected to be published by the end of the year, or at the latest at the beginning of the new year. Specialist offices are then invited to apply for the implementation of the feasibility study in accordance with the award guidelines. Once the contract has been awarded to a service provider in accordance with the rules, the feasibility study will then be implemented.

Relocation planned

New central bus station (ZOB) at the main railway station

In December 2022, the Hof City Council passed a resolution in principle to relocate the central bus station to the main railway station. The current temporary solution at Sonnenplatz is neither user- nor operator-friendly and should therefore not remain in place permanently. A relocation to the main station offers the opportunity to better link different modes of transport (car, rail, bicycle, bus) and also to better connect regional transport with city transport. This will make switching to public transport more attractive. There is also enough space at the main station to create a modern, user-friendly and barrier-free mobility station for everyone.

The city of Hof has acquired the extensive area of the former post office and the adjoining parcel hall. This means that an important site in this development area is now in municipal ownership. The ZOB project is being driven forward in an interdisciplinary and interdepartmental manner at the town hall. The Civil Engineering, Urban Planning and Central Management departments are working closely together with Hof's public transport officer.

 

Current status

The relocation of the ZOB is a mammoth task, which therefore needs to be well planned and requires preparation and planning. The following steps have been and are currently being taken:

In May 2024, the Environment and Planning Committee discussed the findings to date and further planning for the central bus station at Hof's main railway station. The committee decided that the city administration should issue a tender for the preliminary planning services.

In the run-up to this, the city administration held talks with various stakeholders to involve them in the project at an early stage and to define the various requirements. These included the police, transport companies and Deutsche Bahn. The district's public transport officer was also involved in the preliminary discussions. In addition, comparable bus stations in Hanau, Regensburg and Amberg were visited. The discussions and visits yielded the following results:

  • The land for the ZOB is owned by Deutsche Bahn, which has repeatedly confirmed its willingness and openness to the project.
  • The new ZOB is to serve as a central mobility station and act as an interface between the different modes of transport, with a particular focus on accessibility and environmentally friendly modes of transport.
  • An information center for timetable and ticket information as well as a platform allocation plan, which shows a clear allocation of local bus lines, regional bus lines and long-distance bus lines, are planned. In addition, accommodation and sanitary facilities must be created for employees of the transport companies.
  • Alternative drive options and demand-responsive transportation are to be considered.
  • A total of 16 bus platforms and 10 parking spaces for cabs are likely to be required, in addition to other facilities such as car-sharing services and bicycle parking.
  • The ZOB is to be designed in such a way that the station forecourt is free of individual traffic, but traffic access and exit is guaranteed.

Based on the discussions, the city administration developed an initial interdisciplinary functional plan that shows which uses could be positioned where in the area around the main station. This functional planning will be put out to public tender to ensure that all traffic concerns are taken into account. The following points will be examined:

  • Arrangement and design of the bus platforms (operational and functional linking of the bus stop areas)
  • Traffic routing of motorized private transport, public transport, cab companies and local residents based on the functional planning
  • Connection to adjacent streets
  • Effects on the surrounding traffic network
  • Capacity of the surrounding junctions

In addition to the points mentioned above, noise and tree protection will also be considered in the further process.

Impulse project creates prospects

Bicycle parking garage can come

The city of Hof will receive 1.26 million euros from the special program "Bicycle parking garages at train stations", as decided by the Bundestag's budget committee in Berlin on Wednesday. This means that the city of Hof was able to assert itself with its project in a program that is in high demand.

According to the application, over 200 parking spaces for bicycles are to be created. Plans include an e-charging station, lockers, a service and rental station, a washing facility, a workshop and a bike store. In addition, a direct cycle connection is to be created from the Luftsteg to Bahnhofstrasse.

It is now also clear that the bicycle parking garage will be built in the currently vacant building of the former post office. The city of Hof has now been able to take ownership of the site together with the extensive parcel halls.

Mayor Eva Döhla: "The decision in favor of our project is an important signal for the local traffic turnaround. The bicycle parking garage ensures comfort and safety, but it means even more: an upgrading of the main station and its surroundings. A hub for various modes of transport is to be created there, which will also include our central bus station in the future. Thanks to the funding, our city will be able to create an exemplary facility for all cyclists. The multi-storey parking lot will also be built in an existing building to conserve resources. It not only solves the lack of parking spaces, but also offers a lot of added value that makes the decision to cycle even easier: lockers, e-charging station, service/repair station, rental station, bike wash, sanitary facilities - and there would also be space for a workshop and a store."
